Plasma oscillation — where it appears

The collective oscillation of a plasma's electrons about its ions, at a frequency fixed by the density alone. It is the reason a plasma reflects radiation below that frequency and passes it above, and short-wavelength oscillations are damped away by resonance with the particles moving at their own phase speed.
