The steepest slope a heap of loose grains will hold, which for a cohesionless material is the arctangent of the friction between its grains. The thickness of the surface layer cancels out of the criterion, so the answer is an angle rather than a length and a sand pile on the Moon stands as steeply as one on Earth.
